This is a philosophical essay in the classic tradition. Taylor was one of my teachers back in college, who lived but generally didn’t preach, what he believed. He was a distinguished scholar who became a beekeeper among other things.
This book formed the backbone of The Philosophy of Law which Taylor taught, including Plato's Republic, Hobbes' Leviathan, Mills' On Liberty, among the readings. Taylor's little essay illuminates the key questions of governance, and provides candidate answers without too much dogma.
